we have an industrial diesel engine that produces 304HP @ 2500rpm.

I want to calculate the torque but at 1600rpm..so how can i calculate its power at the 1600rpm?

Welcome to PF;
At a constant speed - there is no net torque. Energy is used at the same rate (power) as it is supplied.
You want to know how much torque is available. You could get that from the rate that fuel is used and the efficiency ... or just load the engine and measure it. You can also work it out by comparing angular acceleration with rpm.

You can't really calculate it. 304hp at 2500rpm is 638lbft. But there's no real way of saying what that will be at 1600rpm.

Agreed - you can model it and calculate what the model says but you can't say how well the model fits the actual engine you are using. In these situations it is usually easier just to measure it.
