In summary, there are several options for creating a computer usage device for a quadriplegic individual. These include a mouse pointing device using an eye camera, a head movement tracker, tounge-based input, and voice recognition applications like the Dragon system. A combination of a pointing system and voice recognition may be the most effective solution.

I googled Mouse Pointing Devices For The Disabled, and got a number of good hits. Here's one using an eye camera:

Head movement tracker:

Tounge-based input:

You can also look at voice recognition applications like the Dragon system:

Probably one of the pointing systems plus the Dragon voice recognition system would be a good way to go.
